Debate on HR 3090 , Family Planning Act of 1991, a bill that would overturn regulations proposed by the Department of Health and Human Services that ban abortion counseling at Federally funded family planning clinics. The new rules are scheduled to be implemented within a month. Later a bill on U.S. Geological Mapping Act of 1991 and a message from the President of the United States, then SJR 222: A resolution to designate 1992 as the “Year of Reconciliation Between American Indians and non-Indians.” was introduced along with several other resolutions on crime, ALS and the 50th Anniversary of World War II.
