The subcommittee heard testimony on H.R. 1703, legislation that would set up a civil cause of action for patients and employees of clinics that conduct abortions against persons who blockade their clinics. The bill would set up penalties of up to three years in prison and a $250,000 fine for illegal blockading of abortion clinics. Witnesses at the hearing included doctors, patients, administrators, and anti-abortion protesters. close
