Samuel Skinner, chief of staff at the White House, and Rep. Richard A. Gephardt(D-MO), majority leader of the House of Representatives, responded to questions from reporters in the U.S. Capitol following a meeting of a task force dedicated to determining the allocation of federal aid to American cities. Spurred by the riots in Los Angeles and other cities around the country in early May 1992, the task force sought to relieve the problems facing American cities including housing and economic revitalization. close
