Samuel Skinner, chief of staff at the White House, and Rep. Richard A. Gephardt(D-MO), majority leader of the House of Representatives, responded to questions from reporters in the U.S. Capitol following a meeting of a task force dedicated to determining the allocation of federal aid to American cities.
