General Dmitri Volkogonov, adviser to Commonwealth of Independent States President Boris Yeltsin, delivered an address to an audience at the National Archives on the release of formerly classified records of the Soviet Communist Party. The current administration of the C.I.S. is making efforts to release the closed files of the Communist Party to reveal the government’s economic and political transactions during the history of the Soviet Union. Gen. Volkogonov’s remarks were translated by an interpreter beside him at the podium. He responded to questions from the audience following his prepared remarks. close
