President George H.W. Bush and Russian President Boris Yeltsin spoke at the White House Rose Garden to announce the reduction of the nuclear arsenals of both the U.S. and the former Soviet Union. President Yeltsin said the agreement cut the total number of nuclear warheads maintained by the U.S. and Russia by two-thirds. Both presidents briefly responded to questions following their prepared statements, and President Bush read a statement on the administration’s position on President Yeltsin’s previous statements on possible American P.O.W.'s living in the former Soviet Union. Translation of President Yeltsin’s remarks was made by an interpreter behind President Yeltsin at the ceremony. close
