Democratic presidential candidate Gov. Bill Clinton spoke to the annual conference of the National Urban League in San Diego, California. The convention was entitled, “Making a Difference in the 1990's: Bringing the Future into Focus.” Gov. Clinton criticized the Bush administration for demeaning the improvements made in Arkansas during his term while disclaiming their responsibility for the problems of America. He went on to elaborate on the slogan, “We have changed before, and . . . we can change again,” and touched on the major themes of his campaign. close
