Leonard Spector talked about a potential U.S.-Indian nuclear pact. The Indian Prime Minister this week vowed to push forward on a nuclear pact with the United States after he narrowly survived a vote of no confidence. Some say the nuclear past is mostly symbolic. Mr. Spector discussed the intended benefits of the pact to the U.S. and the opposition of some in the international community, and he responded to telephone calls and electronic mail. close
