This year’s federal budget deficit will hit $407 billion and will increase to $438 billion in fiscal 2009. According to Congressional Quarterly, the $438 billion figure would be a record in dollar terms, but not when measured as a percentage of gross domestic product, a method preferred by some economists. The old record was $412.7 billion in fiscal 2004.
