Seth Jones and Martin Libicki talked about their book How Terrorist Groups End: Lessons for Countering al Qa’ida (RAND Corporation; July 25, 2008). The co-authors argue that most terrorist groups have not been defeated through military force, but instead dissolve after being brought into the political process or being brought to justice through regular methods of policing. After a presentation by Mr. Jones, the co-authors responded to questions from members of the audience. Ambassador Wendy Chamberlin moderated. close
