European heads of state held a news conference at the close of their European Council summit at the headquarters of the Council of the European Union in Brussels. EU leaders agreed that day on a plan laying out how the 27 member countries would cut carbon emissions by 20 percent by 2020. French and European Union Council President Nicolas Sarkozy urged other countries such as the United States and China to follow the EU’s example in setting down a plan for emissions cuts to fight global warming.
