Witnesses testified about investor protection and the regulation of securities markets. They focused on the modernization of the entire financial regulatory system as well as specific securities issues. Ms. Schapiro said she would not shy away from asking Congress to expand the SEC’s authority, and she signaled the agency may request new legislation over hedge funds and their investment advisers, credit-default swaps and municipal securities. She also talked about “proxy access,” which would allow a minority group of shareholders to have their candidates for corporate boards included on company-printed proxy ballots. close
