Congressional Delegate Eleanor Holmes Norton talked about prospects for a bill that would give the District of Columbia full voting rights in the House of Representatives and that would create a new congressional district in Utah. She also responded to telephone calls and electronic mail. The Senate passed the bill with an amendment that would remove restrictions on semiautomatic weapons in the District of Columbia, bar registration requirements for most guns, and end penalties for possessing unregistered firearms.  close
