Secretary Gates and Secretary Clinton testified about 2009 supplemental spending requests for operations in Iraq and Afghanistan. Among the issues they addressed were closing Guantanamo Bay prison, funding for military operations, and foreign aid to Afghanistan. Additionally they spoke about U.S. operations in Pakistan and U.S. response to the swine flu outbreak. Both said this would be the last emergency supplemental request for the Iraq and Afghanistan, noting that future requests would be part of the normal federal budget process.  close
