The Joint Economic Committee heard a report on July 2009 employment figures from the Bureau of Labor Statistics (BLS). The report found that the unemployment rate dropped slightly to 9.4%, the first decline in 15 months. The economy lost 247,000 jobs in July, the smallest number since August 2008. Mr. Hall characterized the report as “encouraging” and had surprised most analysts who had predicted an increase in the unemployment rate. close
