Defense Department officials appeared before the Commission on Wartime Contracting panel. They talked about a new report released by the commission indicating the amount of planning in the transition of reconstruction, logistics, and security functions from the Pentagon to the State Department. They also responded to questions about how that lack of planning could lead to unnecessary spending in hiring new contractors.
