Following opening remarks by Co-Chairs Bob Graham and William Reilly, Fred Barlit presented a step-by-step computer simulation of the different parts of the well. In his remarks he said that Halliburton knew its cement job on the Macondo well was possibly unstable leading up to the April 20th explosion. Sam Sankar spoke about cementing in the well.

The National Commission on the BP Deepwater Horizon Oil Spill released its preliminary findings on the causes of the oil rig explosion in the Gulf of Mexico.
