Brookings Institution scholars talked about the need to reduce the U.S. defense budget, and its impact on the national debt and national security. Topics included weapons modernization and China. Alice Rivlin and and Michael O’Hanlon suggested reducing the defense budget while Robert Kagan argued that reducing the defense budget while the United States faces so many dangers from abroad is too risky.
