The House Oversight and Government Reform Committee met to consider and adopt rules for the 112th Congress. Ranking Member Elijah Cummings offered several amendments for changing the rules package including an amendment to have Chair Darrell Issa seek full minority concurrence before issuing subpoenas. All amendments failed in committee vote; however, the chair said he would consult with Democrats on issuing subpoenas but would exercise his right to issue subpoenas unilaterally in some situations.  close
