Security Council met to debate a resolution authorizing the use of force to protect Libyan citizens being attacked by government forces for their participation in anti-government struggles. Ambassadors envisioned that the resolution would approve a no-fly zone over Libya, and contained provisions to engage Moammar Qadhafi’s military forces should they move on rebel forces. close
