Darvid Arkush talked about federal agencies' plans, following an Obama administration executive order, to cut regulations that waste money, and he responded to telephone calls and electronic communications. Mr. Arkush argued for more regulations in many cases, citing the Environmental Protection Agency as an example of an agency that would benefit more from focusing on climate change and clean water and air rather than looking backward at past regulations.
