Major General Thomas Spoehr outlined personnel and equipment logistics for the U.S. withdrawal from Iraq by the end of 2011. He said the majority of troops in Iraq would be home by mid-December. He also said the military had a “methodical and measured plan” to return personnel and equipment safely to the U.S., and that American officials were working closely with Iraqi forces to ensure a smooth transition. close
