Witnesses testified on a bill that would loosen restrictions on unsolicited phone calls to mobile devices. Supporters say the legislation is designed to make it easier for cell phone users to receive notifications about school closings, and other public service messages. Critics say the measure would undermine the 1991 Telephone Consumer Protection Act, which mandated the creation of the national Do-Not-Call Registry. close
