The majority of witnesses agreed that there had been positive outcomes from higher student and teacher expectations as well as greater autonomy for school administrators and a stronger focus on low-performing schools. Some of the panelists argued that the bill included too much federal intervention, providing a “one size fits all approach” to classrooms that vary widely. close
