Jeff Neely invoked his Fifth Amendment privilege against self incrimination. He had organized an October 2010 GSA conference in Las Vegas with expenses topping $800,000 and had since been placed on administrative leave. Martha Johnson said that she decided to resign just a few days before the agency’s inspector general released a final report on the scandal. Mr. Miller told the Committee that he had recommended criminal charges in a referral to the Justice Department.
