President Bush spoke to reporters in the White House Briefing Room to announce a reorganization of the White House executive staff. The president announced that effective August 23, Secretary of State Baker would become White House chief of staff and senior counsel to the president, while White House Chief of Staff Samuel Skinner would become head of the Republican National Committee. President Bush lauded the performance of Secretary Baker in conducting U.S. foreign policy, and said he would aid the implementation of the president’s program of economic, domestic and foreign policies. close
