Victoria Nuland, in response to a questoin at the daily State Department briefing, described the message sent by her department to Americans in South Korea as “calming,” saying that the message stated that the U.S. did not have information of an imminent attack from North Korea. 

North Korea had announced that North Korea could not guarantee the safety of diplomats in embassies after April 10, 2013. The previous day the State Department spoke to the Swedish Embassy in North Korea to see if they were changing their status on being the U.S. protecting power in North Korea and was told nothing would change.
