Panelists talked about the development of the Lieber Code, a code of war drafted during the Civil War and adopted by the U.S. Army in 1863. Prepared by legal scholar Francis Lieber, this was one of the first formal codes concerning the conduct of war. This panel discussion centered on President Lincoln’s role in the drafting of the document, and to what extent the code is still relevant for the U.S. military today. The Lincoln Group of the District of Columbia hosted this event. close
