Stephen Ellis, vice president of Taxpayers for Common Sense, discussed a recent investigation by the Treasury Department inspector general for tax administration that the Internal Revenue Service (IRS) made billions in improper refunds to low-income workers. The report issued the previous week found that 20 to 25 per cent of Earned Income Tax Credits were awarded incorrectly in 2012. He responded to telephone calls and electronic communications.
