Former President George W. Bush spoke at a naturalization ceremony in Dallas. In his remarks, he said that the U.S. is a nation of immigrants and that the tradition must be upheld. He also stated that laws governing the immigration system were not working and that he hoped Congress could reach a positive resolution on immigration reform.
