Brookings Institution Senior Governance Studies Fellow Sarah Binder talked about the announcement by Senate Democrats on Thursday, July 11, 2013, that, frustrated with Republican filibustering President Obama’s executive branch nominations, they planned to use the “nuclear option.” That would mean changing the Senate filibuster rules so that executive branch nominations would move to confirmation by a simple majority vote. She responded to telephone calls and electronic communications.
