Daryl Kimball talked about the challenges and mechanics of Russia’s proposal to place Syria’s chemical weapons under international control. Mr. Kimball said that the plan is “big breakthrough,” since it is not just the U.S. pursuing a diplomatic solution, but also Russia, Syria’s biggest benefactor. He also spoke about the background and mission of the Organization for the Prohibition of Chemical Weapons, which verifies the destruction of chemical weapons stockpiles. Mr. Kimball also spoke about the challenges to the plan posed by the continuation of the Syrian Civil War. close
