Thomas Mann and Norman Ornstein talked about the political, ideological, legislative, and institutional causes of the dysfunction that leads to situations such as the possible government shutdown and potential shutdown that could arise next month over the debt limit. They also examined ways future situations could be avoided, and responded to telephone calls and electronic communications.
Mr. Mann and Mr. Ornstein are the co-authors of a book on congressional dysfunction, It’s Even Worse Than It Looks: How the American Constitutional System Collided With the New Politics of Extremism.
