National security and intelligence officials as well as legal scholars testified before the Senate Judiciary Committee on the National Security Agency’s surveillance programs. James Clapper and Keith Alexander both said that the programs are necessary for safety and that media disclosures of information by Edward Snowden had been damaging to the security of the United States. They both also commented on the shutdown of the federal government. During the scholars panel, the witnesses talked about legal issues related to the programs and suggested possible reforms. close
