Members of the House Rules Committee met to consider rules for debate on a government spending measure for emergency funding of national parks, veterans benefits, medical research, payment of members of the military reserves, and the District of Columbia. These measures failed to pass the House under suspension of the rules the previous evening.

In this portion of the meeting Representative Rob Bishop (R-UT) argued that they were good bills. He said that the debate was no longer about policy but was a matter of inside the beltway power. He added that it had become all about talking points and spin. close
