Top intelligence officials defended the National Security Agency’s (NSA) surveillance program, saying spying on foreign leaders was fundamental to intelligence gathering. Their testimony came after allegations that the NSA had tapped German Chancellor Angela Merkel’s and other foreign leaders telephones. The committee also questioned former George W. Bush administration officials who served in the Justice and Homeland Security Departments. close
