Julie Appleby talked about individuals who are receiving health insurance cancellation notices because their policies do not meet the minimum requirements of the Affordable Care Act. She responded to telephone calls and electronic communications. Ms. Appleby argued that no one really knows how many of the estimated 14 million people who purchase their own insurance will ultimately get such notices.
