Representative James Sensenbrenner (R-WI), gave the keynote address at a Georgetown University Law Center discussion on proposed changes by Congress to National Security Agency (NSA) surveillance and foreign intelligence gathering practices. Representative Sensenbrenner was one of the authors of the 2001 PATRIOT Act. In his speech he said he stands by the original intent of the law but that both the George W. Bush and Obama administrations had misinterpreted it. Afterward, panelists talked about specific legislative proposals to address intelligence gathering and surveillance, technologies involved, and cases before the courts. close
