Phillip Swagel talked about the five-year anniversary of the Home Affordable Modification Program (HAMP), which allows at-risk homeowners to temporarily reduce their mortgage payments. As of early 2014, over one million homeowners had received assistance, though about a third of those re-defaulted on their mortgages.
