Michael Botticelli talked to the National Lieutenant Governors Association about prescription drug abuse and opiate overdoses, their impact on public health and safety, and government efforts to address the issue. Mr. Botticelli said the growing abuse of opioids, which includes both heroin and prescription painkillers, is at “epidemic levels.” He also described the administration’s approach to drug abuse as one based in treatment, calling the war on drugs “outdated.” close
