Republican and Democratic leaders spoke on the House floor about the Republican fiscal year 2015 budget resolution. Authored by Budget Committee Chairman Paul Ryan, the plan called for a balanced budget within 10 years by making over $5 trillion in cuts with no additional tax revenues.
