Panelists talked about constitutional separation of powers in international affairs. Topics included how the division of powers and responsibilities has been interpreted in the past, how military action was taken without congressional authorization, and how the legislative branch plays a significant role when our nation is faced by international crises. Panelists included former Speaker of the House Dennis Hastert (D-IL), former Representatives Chris Shays (R-CT) and John Tanner (D-TN), and journalist Bob Woodward. The panel was moderated by former White House Press Secretary Mike McCurry. close
