Charles Stimson talked about the legality and precedent of the Obama administration’s agreement with Taliban leaders to return captured Sergeant Bowe Bergdahl for five Guantanamo Bay prisoners. Topics included who the prisoners were, the origins of the mantra that the U.S. “does not negotiate with terrorists,” prior releases of Guantanamo detainees, and the George W. Bush administration’s record on negotiating with the Taliban and other terrorist networks.
Charles Stimson was the deputy assistant secretary in the Defense Department’s Office of Detainee Affairs in 2006-07.
