He represents Texas' 28th Congressional District, a large portion of which borders Mexico. Among his comments he said that under current law people who cross illegally into the U.S. from Mexico or Canada must be either allowed to stay or sent back within 48 hours, and that the law should be changed so that those coming from Central America are dealt with in the same way.
