Representative John Dingell (D-MI) gave a National Press Club luncheon speech titled “When Congress Worked.” He talked about his some of the changes he had seen during his nearly 60-year congressional career, from the growth in the size of committees to a lack of compromise among members to pass legislation. He said Congress was broken, but didn’t have to be, and argued that change would only come if there were a national calamity, or if the American people chose to replace all members of Congress. Representative Dingell, the longest-serving member of Congress, was retiring at the end of his term. close
