Legal scholars talked about conflicting rulings in two Affordable Care Act cases, King v. Burwell and Halbig v. Burwell. Both cases challenged the IRS’s statutory authority to give federal subsidies to individuals purchasing health care through exchanges implemented by the federal government. In the discussion, the panelists focused more on the D.C. Circuit Court of Appeals' ruling on Halbig v. Burwell. They argued in favor of the ruling, saying that Congress only authorized subsidies for states that had their own exchanges and not for ones established by the federal government. close
