Secretary of State John Kerry and South Korean Foreign Minister Yun Byung-se briefed reporters and responded to questions on issues affecting relations between the two countries, including the nuclear threat from North Korea, the spread of the Ebola virus, and the transfer of wartime control of South Korea’s military from Washington to Seoul.
