Rear Admiral John Kirby briefed reporters and responded to questions on a variety of issues, including the president’s decision, announced earlier in the day, to send an additional 1,500 troops to combat so-called Islamic State* militants in Iraq. Rear Admiral Kirby stressed that Congress would have to approve funding before the troops could be deployed. He said the request for troops to help train Iraqis battling ISIL came from the Iraqi government and that the mission would be non-combat.
