House members debated H.R.5, a bill by Education and the Workforce Committee Chair John Kline (R-MN) intended to provide $23.3 billion through 2021 to reauthorize the Elementary and Secondary Education Act, known as the No Child Left Behind (NCLB) law. The bill makes several major changes to the NCLB law by allowing states instead of the federal government to set their own accountability standards in schools and for Title I funding for low-income students to follow individual students if they change schools. close
