The heads of various federal agencies testified at a hearing titled, “The Worst Places to Work in the Federal Government.” The witnesses, who represented agencies with the lowest rankings, provided recommendations for improving leadership and job morale

The rankings were based on the Office of Personnel Management’s “Federal Employee Viewpoint Survey,” which comprises the responses of more than 390,000 federal workers. The survey uses several index measures, including employee engagement and job satisfaction to calculate workforce conditions, and the Partnership for Public Service uses this data to rank all federal agencies. In 2014, the Department of Homeland Security was rated the worst federal agency to work for with NASA being the best federal agency. close
