Witnesses that included a parent advocate, a former foster child, and two state-level child welfare officials testified on ways the federal government can reduce the number of children who end up in group foster care homes. Officials from Oregon and Utah talked about ways their states were using federal waivers to find better solutions for potential foster children. Senators Orrin Hatch (R-UT) and Ron Wyden (D-OR), the Finance Committee chair and ranking member, said the panelists' testimony would be used to craft future legislation encouraging foster care alternatives. close
